Tim Simenon said in the Depeche Mode special of Classic Pop Magazine, published on 2019-08-01:

"Yeah, ['Jazz Thieves' and 'Uselink' were meant to be instrumental]. We wanted links between tracks to give the album more atmosphere. I spent an afternoon at Daniel [Miller]'s house with his amazing collection of synths, processing a bunch of stuff. We built up loops which we ended up using on the album."
